Substitute Items on Internal Sales Orders feature R12.2.4

We are on R12.2.5 and think we have done all of the required steps to enable this feature.   Followed instructions from Doc ID 1906521.1.

When we try to substitute an item on an internal booked order we get message "you are not allowed to update inventory item because line has been booked".
