Create a new Tax from an existing one for same Regime but new Configuration Owner, no Taxes display

I have an issue in R12 whereby a new OU has been created and for Tax setup we wish to mirror a previous OU Tax setup with only difference being currency,  there is 1 regime with a number of Taxes associated to Regime. We wish to have a new Configuration Owner for new OU and this has been setup and assigned to this regime, however when we try to create same Taxes using Tax Source "Create from existing tax" there are no Taxes to choose from in the LOV?

Please advise.
