Routing status 9

In JDE E1 9.0 , I am seeing for few plants the shipments going into routing status '9',the route is available and active, but still it is going in '9', I checked the documents related to routing status '9', but did not help. Please let me know, what may be reasons for routing status '9' . Please don't share me this document (Doc ID 1453466.1). Thanks
