What is the database table and column of TIME_IN_STATE field STATE_PERCENT block in the Percentages

Hi Expert,

I would like to inquire the database table and column of the percentages field in the percentages form under the FEDERAL Tax rules form (People>Assignment>Tax Info> Percentages). If not a database item, please let me know the API used in calling the values for these or how it was generated. Please see screenshot below.
