Database connection via Listener fails in 12.1.0.2

Hello All,

Following is the Setup,

1, 64 bit database server on Windows 2012 R2 Standard OS with Domain controller

2, 32 bit Runtime client on Windows 2012 R2 Standard

3, Database created using DBCA.

I am not able to connect database via sqlplus command. like sqlplus user/password@db as sysdba. I get TNS-12518: TNS:listener could not hand off client connection and find attached listener log file. but i am able to connect DB with ORACLE_SID=db with sqlplus user/password as sysdba without tns string.

Note: Listener status shows database in ready state.

Could you please help
