Unable to use HTTP in BSSV for 8.12 tools release 8.98.4.14

Hello All,

We want to use protocol HTTP instead of HTTPS. We followed oracle standard document (  Doc ID 1287948.1   )  for same but it didn't worked after

6th step "In the next screen go to "Configuration"::"WS-Poclity". Click on the Service End Points and Operations name (e.g. AddressBookManagerPort)" 

We are unable to see policies listed and facing the same error:
