In RPAS, is there a way that the workbook is only accessible in Global Domain?

Just wanted to confirm if there is a way in RPAS Classic Client or set up in the Admin(Security Administration Settings) that a custom workbook is only accessible in Global Domain and is not accessible in local domain.

To understand clearly my question is - if the domain is partition at subclass level and the new custom workbook has subclass level measure and editable. One of the asks is to be able to use the workbook and only accessible in Global Domain. They wanted to use the custom workbook to restrict the user to plan at local domain.
