Exception deploying expedition application in WebLogic

Our company is upgrading Primavera Contract Management on a new server.  I have followed the install documentation provided.  The Node manager is running and the admin and weblogic servers are running and OK health.  The next step is deploying the expedition application.  I installed the application and have selected the ear file and selected to start servicing all requests.  It fails with the following error on start up.

java.lang.NumberFormatException: null

I have tried different settings I have found to update online but nothing is working.  Does anyone have any advice?
