Looking for a creative solution - inventory ownership and receipt routing

Some background:

The client has a raw material warehouse and the shipments are coming from Japan. They "terms" with the Japanese supplier is they take ownership either when it arrives at their production warehouse (not the raw material warehouse) OR it has been sitting at the raw material warehouse for 30 days.

We are looking for a solution where we can have ONE branch plant for the raw material warehouse and ONE branch plant for the production warehouse as adding an additional branch plant would cause problems with MRP/Planning/etc.

Any ideas?
