ADI works in Production, but the Oracle Add-in is missing in non-prod instances.

I am running 12.1.3 on 11.2.04.  My ADI process works fine in PRODUCTION, but in non-prod instances, after creating the ADI template just fine - the Oracle Add-in is missing.  So I can't upload.

Does anyone have suggestion on what may be causing this?
