Accounting date on proj_resource from GL

Doc ID 795462.1 says if you chose journal date it will fill in the accounting date in proj_resource with the journal date.  We have journals that have a journal date of 10/1/2017 but still have an accounting date of 9/30/2017.   Why would this happen?
