Siebel IP17 Web Tools for Developers (Not Admin)

Hi there, Is there a way to allow developers to become workspace owners without giving Siebel Administrator or Workspace administrator responsibility?

We've started playing around with Web Tools and found that giving Composer Administrator responsibility is not enough. Some of the views are not available if we do not have "Siebel Administration" responsibility. But as per bookshelf, giving Siebel Administrator responsibility will also allow them to give Workspace Administrator to anyone.

Workspace users is categorized into these two groups:

■ Workspace Owner is the owner of a workspace and also the creator of that workspace.

■ Workspace Administrator is the owner of the MAIN workspace who has the privileges to deliver
