R96701 ESU taking longer time while applying JN10604 ESU to custom Environment without Spec Merge

We are on JDE 9.2 App release with 9.2.1.4 TR, our server is AS400 (Enterprise & Database). We have set up environment PY920 with all Planner/Rool up/Fix current ESUs, environment is up and running, now for testing created new Environment PY920TEST which is sharing PY920 pathcode but DTA & CTL are different, since we want to refresh current 9.1 production data to CTL/DTA and run data only upgrade conversion then apply fix current ESUs whichever needed for Control Table merge and Table and Index Creation report, no Spec merge is selected.

Started applying to fix current ESUs through Change Assistant to new environment (PY920TEST) which is sharing PY920 pathcode, even though skip spec merge is selected in CA still each ESU is producing R96701 report (Software Update History Report) with # of Objects Applied = total Objects in ESU  and # of Objects Not Applied = 0.  Also I see Object Install Flag = 2 and Object Install Status =  Applied and Update Repository Table = Updated.
