Oracle form & report 10g,11,12 services licensing

Hi,

I have developed an in house application using Forms&Reports 10g with oracle database 11g R2, Currently i paying license for database server for around 100 users , I  want to upgrade  application server  to 11g or 12c

Please can someone guide me what kind of licensing i need to acquire within minimum cost.
