Project costing Custom Rates

Hi all,

Seek help in understanding how Custom rates option work in Project Costing.  Peoplebooks says that PeopleTools are used to populate the Prompt records in PC_CRATE_FIELDS record.  Need more clarity on the same to be implemented.
