Help ESU and UN2

Hi Team,

I have checked the list Oracle has release the new GST esu's. I was checking for 29 August and 26th October bug number, I found with the ESU UN2 have also been released

Eg-I have checked the bug number 26562466 I got below screen

Please answer my questions

1.What is UN2 and what is its use

2.When this UN2 needs to be applied ?

3.If UN2 is applied, what impact will be on the system

4.From above screen if I apply only the ESU JN14091 but not the UN2 what will be the impact.

5.As I have seen many UN2 are releases,is it mandatory to apply if yes than why if no than why.
