Accrual based on "1st Period Worked of Month by Check Date" not accruing 1st month of year

Hello everyone,

Can anyone please help me understand why when running the first (and second) pay cycle of the year, an accrual would not calculate for the first month?

I've included the DBA setup below but just need clarification as to why the calculation does not take place as identified (during the 1st period worked of month by check date). I'm thinking it may have something to do with pay dates being in the previous year but I'm not sure what to do to correct this and ensure that employees are receiving their entitlement based on the accrual setup (during 1st period worked of month by check date).
