Multiple Layers of LPNs in non-WMS org

We are using Oracle Shipping without WMS turned on (R12.2.6).  We need to be able to use two "layers" of LPNs in our solution.

That means we first pack items into an LPN and then pack that LPN into a top level LPN.

My question is:  Can we obtain this multiple layer relationship ("parent-child") in a non-WMS org just by using the shipping transaction form (and/or the APIs).

The only way I could see to use this is via the "Auto-pack master" function but this seems to require "container load relationship" definition.  The auto pack feature seems to do things we don't need.
