EUL implementation while 11i Upgrade

We are in a process of upgrading EBS from 11.5.10.1 to R12.2 . For that as a first step we are moving our 11i Application to 11.5.10.2  ( CUP2) . We are referring to document 316366.1

In this document we can see below details

"

If you have licensed Incentive Compensation (CN) or Human Resources Intelligence (HRI), you must complete additional Discoverer End User Layer (EUL) implementation steps after you apply CU2. See Discoverer 4i End User Layer (EUL) Maintenance for Oracle Applications 11i from doc id 182106.1"

But we do not have discoverer installed in our EBS ,

Can we skip this step ? Or if we need to what activities from above mentioned document we need to perform .
