Edit siebel SWT/HTML files on login to allow parallel download of files

Hi,

Is there a way to edit the HTML generated on siebel Login? I am using 8.2.2.14  IP14 and could see that all js/css/image files are getting downloaded sequentially and oracle has registered this as bug.

I would like to know if there is still any way we can force the parallel download by editing swt/js/html file? Would appreciate any guidance.
