Is there any drawback if I populate Tax Control Amount only at Invoice Line Level?

As per business need I have put Tax Control Amount only at Invoice Line level instead of populating it in the Header level. Please let me know whether there is any drawback if I populate control amount separately at invoice lines and leave header level control amount as null.
