Best installation place for RDBMS and CRS binaries

Hi cracks,

1) we would like to know the best place to store binaries of Oracle (rdbms and crs): local servers disks or external cabinet (fiber channel creating logical volumes of high speed disks)

2) The behavior of these disks (iops and mbps) affect to database start and stop time?
