Changing Facility ID

We are attempting to change the Facility ID on several existing rooms.  In Set Up SACR > Foundation Tables > Facilities > Facility Table, I am adding a new effective-dated row to inactivate the existing facility ID as of 12/16/2017.  I am then attempting to add a new facility ID with the same effective date of 12/16/2017 with an Active status.  All fields are the same (including Building and Room) except for the Facility ID, Description and Short Description.  When I try to save the new Facility ID, I get this error message:

Room: 244 for effective date: 2017-12-16 already exists as Facility ID: EIC 244. (14600,30)
