Create $0 sales order automatically

Hello,

I'm working with 9.1 environment.

I've seen where sample orders are automatically created as a $0 value upon entry.  Where is the setup located to default $0 value? Is this associated to a processing option, customer billing instructions? I cannot find a field that denotes this. They are not using advance pricing.
