Issue with HFM security classes

We are on HFM 11.1.2.4.205. We have a native user "Test" who is part of a security class"CXXXX" that has None access to a C4 dimension member. Now this"Test" user will try to submit data via smart view for an intersection he has no access.He will get #No access error for that particular grid in smart view. Now another user say "Admin" with all HFM admin access will manually submit data via smart view for the same intersection "Test" user had no access. Data submission is successful. Everything is fine until now.

Now this "Test" user will load different data value via FDMEE for the same intersection. Since this "Test" user has no access for this particular intersection, the data values should not get loaded. Plus the manually submitted data by user "Admin" should be untouched.
