A balance that does not archive

I've recently discovered a current run balance that has never archived.  It manually created.  In the table PAY_DEFINED_BALANCES it is marked 'Y' for SAVE_RUN_BALANCE.   in the PAY_ACTION_INFORMATION the YTD Amount is archived but the CUR is not.  Any insight to help me resolve this issue would be very appreciated.
