Person Security using Area of Responsibility Location R11

We have benefits specialists in the same location as the employees they are responsible for. The benefits specialist are in a different business unit, payroll and department. We chose to set up data security profile through Manage Person Security Profile with area of responsibility and location also choosing access to own record thinking they would be able to access there own ben record and the rest of the EEs in the same location. For instance the ben specialist is in location 123 and so are the EE's to which they need access.

What happened is the ben specialist can access their own record but not the others in location 123. They do however get access to others with their job title; and department. This gives them access to others they should not have access and not to the ones they need access.
