table pa_expenditure_items_all Exchange rates are missing

Hi,

after creating new Expenditure Organization and getting the first expenditure lines in Projects we notice that the field EXCHANGE_RATE_USD and EXCHANGE_RATE_FUN in table pa_expenditure_items_all does not provide values. It is working for other Organization with similar Implementation Options. I need to know how to get the exchange rates populated into the table.

We are using Oracle Applications : 12.1.3
