Performance issue with JAVA concurrent program( Build Payments (AP))

At times  there is performance issue observed in the running of java concurrent program (Build payments (AP)) ,   the  time difference of more that 20 minutes  are  observed  between submission  of the request and the start time of the request however once the  jobs starts its gets  completed in minutes time, this happen intermittently  in prod .

Please suggest suitable workaround  on why  at time kicking of the Java concurrent request  taking time.   no conflict or  compatibility observed  for the request.

EBS version:12.2.4

Database:11.2.0.4
