Password protecting Oracle Reports 12c PDF

Has anyone password protected Oracle Reports 12c PDF with PDFlib? I have seen some steps in an old 10g whitepaper but they do not translate exactly to 12c.

Is there a better way to password protect PDFs than using PDFlib in 12c?
