In multistop bulk plan, Order Bundle doesn't break to fit in smaller trucks if the best fit equipmen

in Oracle Transportation Management (MOSC) Question

The bulk plan with 150+ orders, consolidates and create order bundles that should fit optimally in the trucks. However if the carrier capacity is in place and the best fit equipment is not available then the order bundles is not further broken into smaller bundles to plan into smaller trucks that have capacity left. Any ideas or suggestions please?
