How to setup a fixed fee for outside operations

The company has outside operations where the cost is not extended by the quantity, but it is instead a flat fee, for the complete lot. How so you set this up on the *OP item? It seems it always wants to extend by the quantity ordered on the work order.

In other cases, there is a flat charge and a per piece charge. How do we handle these situation for costing and for generated purchase order? I've tried X costs, but they are still extended by the quantity.
