I am receiving ORA-12560 connection failed when trying to create a 12 database with DBCA.

I am receiving ORA-12560 connection failed when trying to create a 12.2 database with DBCA.  Ireceive this error when i try to discover the target via OEM 12 cloud control .  Agent is up and running, OMS is up and running  Although the database is up and running on the server , the status in OEM says DOWN.   During the DBCA when I enter the OMS credentials it errors saying invalid credentials but I use the same credentials on another server 12.1 and it works fine without error.  I'm not sure if it is a version problem or port configuration issue.  Please advise.
