How ASCP considers the recipie validity rule preference

How ASCP considers recipe if the same product has two recipes?

I have two recipes for the same product.

One recipe created with routing and the validity rules preferences set to 1.

Another recipe for the same product created with out routing and the validity rules preferences set to 2.

But on the ASCP Workbench, for the planned orders, the alternate bom filed found to be blank and when I release planned order it always choosing the recipe which has the validity rules set to 2.

How can the system choose the recipe which has validity rule preference set to 1?
