Unable to add additional management service

We are attempting to build out our 13.2 environment by adding additional management services.  Never had an issue with this under 12.1 environments.

With 13.2 we are hitting what appears to be Bug 26447817 - Additional OMS installation fails during Configure BIP steps.

We have had "SR 3-16008931371 : Add Management Service hangs on Configuration of Oracle Home is in progress"  open for some time but seems to be going no where.

So, I wanted to post out a question to the Community to see if anyone else is dealing with this issue or maybe has seen it and has some workaround.

This seems to be a serious limitation if one cannot expand out the OMS environments.  Also from a DR perspective since this is how failed additional OMS's are recovered by adding them back.
