Configure Weigh Tag Operation to Allow Prior Month Close with PBCO unchecked?

Is it possible to configure a Grower / Blend Weigh Tag Operation (or the relevant modules or system) so that a Weigh Tag operation, that makes no financial postings, can be closed in a prior financial month, when we have PBCO Postings unchecked, and without having to "re-open" that month.

In our scenario we are only using Grower (not Blend) and we have no grower costing on Weigh Tag operations and there is no costing associated with the Block item that comes into inventory. We actually don't care that the item comes into inventory but I believe it has to.

We have tried removing the Cost Group and Document Type from the Configured Operation.
