Can you have a watermark and have MS Word Header Different Odd and Even Pages for Terms on Back of P

I have a template where I was using the blog post https://blogs.oracle.com/xmlpublisher/here-are-my-terms-amp-conditions  to get the terms on back of the page.  It took me awhile to get this to work since we have a grouping section, subtemplates, logos, terms, barcode, watermarks, etc in the template.  I almost got everything added back and working besides when I add the watermark it doesn't show up when I preview the PDF.  I tested another RTF copy of the template and unchecked Different Odd and Even Pages in the MS Word Header and it worked.  It looks like there might be a limitation that you can't use both of these features.  Please let me know
