Trouble Printing Physical Inventory Tags

We are using Oracle R12.1.3 and are having trouble trying to print Physical Inventory Tags "on demand".  We have successfully created a custom label format that contains both standard and custom data fields.  We have pre-generated tags in the given Inventory Org and are now using the MSCA functionality to perform actual inventory counts.  These counts are being entered without an LPN (i.e., just item and quantity) for a given InvOrg / Subinventory / Locator combination.

Any time we enter a count other than the on-hand quantity already known...a tag generates successfully.  If we enter the exact on-hand quantity for the scenario described above no tag prints.  It is as if the system knows that we have an exact match (i.e., no adjustment necessary) and no tag prints.
