E-business Suite R12.2.X minimize downtime on patching

Hi,

We are live on R12.2.x environment and adding more locations (Globalization) to the ERP system . Due to the centralized model, every time a localization patch needs

to be applied due to tax/legal policy changes for a specific country , we need to shutdown the system to perform the cutover which affects all locations running on it.

Since Implementing more EBS system is not an option , I am  wondering if there are any other alternate that  is available to apply these localization (specific to a county)

without having to run the complete adop cycle.
