Can't update status PM Work Order

Hi,

Please help, when i want to update status WO from 40 to 50.

There are error message "status update not allowed".

I tried debug the program it's always have true condition with value VA evt_mnActRuleProVer_PROCVER = ‘1’ dan VA evt_mnAct_RuleProcInst_PROCIST = ‘90’

Value of approval type is 'blank' and WO activity rule has been set up also.
