FRM-40212: Invalid Value for field PROJECT_NUMBER

I am unable to define revenue budget for one of the projects. I am going to Budget form, entering project and then trying to select budget type 'Revenue Budget' and its when the screen gets stuck and i see below error message at the bottom of the screen-

FRM-40212: Invalid Value for field PROJECT_NUMBER

Does anyone have any idea what may be causing this issue?
