Average costing question

We have a situation where a part was received at a value yet was issued 7 minutes after receipt at $0 according to our WIP system. There was previously none on hand so technically there was no "averaging". Our Cost Manager runs every 5 minutes. Is that just for standard costing or is that average costing as well?
