Sales and Service Orders not writing to Vertex Register

Sales orders (P4210) and Service Orders (P90CD0020) are both not writing to the vertex register in a hit and miss fashion.  We are getting the tax calculated for invoices but when sales update (R42800) or service invoice generation (R48121) are run we see no record being inserted into the Vertex register.  When looking at the vertex register for a given day we can see the orders that did insert and their register ID assigned in a Next Number fashion.  What is odd there are several register ID numbers are "skipped" and nowhere in the register.  Would this be the issue
