Oracle LDAP client not included with IP2017?

Is the Oracle LDAP client supposed to be included with the IP2017 Siebel Image?  

In the following bookshelf link

the software is supposed to be found in the following location:

Navigate to the Siebel image location for the current release, then navigate to the directory <span class="codeinlineitalic" style="font-style: italic;">Siebel_Image</span>\Windows\Server\Siebel_Enterprise_Server\Disk1\stage\ORACLE_LDAP_Client\enu

Yet the files are not there.

We are running a non-Oracle DB with our deployment, which is why it is required.

In summary, either bookshelf needs to be updated or the software should be included.
