Unable to create Purchase Requisition from Spares Management in R12

Hi,

We are upgrading from 11i (11.5.10.2) to R12.2 and facing a big issue with Spares management module in R12.

In 11i, the part search allowed us to search and order parts from internal locations (Inventory) as well external suppliers. It allowed us to create both Purchase requisitions for buyout parts and internal requisitions for sourcing parts from inventory organizations.

In R12, Spares Management allows only Internal requisitions. There is no way to create a purchase requisition. This is a major gap between 11i & R12. Let me give an example.

Business requirement -

When a technician in Org X wants to perform a service, they evaluate the job and then based on evaluation they start sourcing the parts. If it's available with some other technician or at some other location then that part is sourced through Internal sales order. If a part is not available or let's say if a part is available in organization Y but is a buyout part then technician in X will create an internal order on Y. And Y has to buy this part from an external supplier. Ideally, X should have directly bought this from supplier through
