Active Encumbrance from Closed PO Line is reflecting in Award Funds Check but not in Project Status

Hello,

We have a situation where a PO and its lines are closed.

However as the qty ordered > qty billed, there is some Active Encumbrance on the PO Distribution of around 40k.

This distribution is linked with POETA information.

When we query the Project Status Form, it shows no Encumbrance on that project and task.

However, in Budget Funds Check in Award, Encumbrance of 40k is shown on that Award, Project and task.

Now, I know the PA encumbrances are taken from pa_commitment_txns and Award encumbrances are taken from gms_balances / gms_bc_packets, but is there any rationale/logic behind why Closed PO is considered in one place and not in another.
