EBS 12.1.3 and Dataguard implementation (perl adclone) question

Hi,

We are using EBS 12.1.3 and trying to implement DataGuard (for Disaster Recovery)

I've been following Note 1900663.1 but have the following question.

.

I have done the initial setup and run the adpreclone..etc..

Copied the DB Oracle Home to the DR

Ran the "perl adcfgclone.pl dbTechStack"

Which completed successfully ..

.

The next step appears to be to run "perl adclone.pl java .. component=dbTechStack .. mode=apply.. rmanstage=... etc.."

But when I ran the "perl adcfgclone.pl dbTechStack", I saw that it was running a similar "perl adclone.pl java .. component=dbTechStack .."

.

I'm a bit confuse to why we need to run this extra step  ?
