How to setup an operating unit with org_id sequential

Dear Gurus,

I Setup an Operating Unit expecting that the org_id will follow sequentially with that of the existing Operating Unit.  e.g. the existi,803 802ng Operating Unit org_id's are 798,799,800,801, 802 , 803 and 804 which I expected the new org_id to be 805 but it turn out to be 24126.

May I know why and how to correct that,
