how does srvrmgr command work

Hello experts,

I would like to know how the below command works.

srvrmgr -g gateway1 -e enterprise1 -s server1 -u sadmin -p pwd

1. Does it create the task for Object manager?

2. Sometimes I find slowness(more than 30 seconds) in executing this command then what is the possible reason?
