Personal Forms Manager not avalaible

Hello

We are in 9.1 version / Tools 9.2.1.1.

We use succesfully Personal Forms on a lot of forms (specific or standard forms) but we have an issue with one  specific form

Here the way we operate :

We open the specific form for which we want to create a new personalized form, then Click the Personalize Form icon which open the personal form design area.

But then the Personal Forms Manager side panel does not appears and the Hide icons on the controls does not appear also ...We have only the form area which is highlighted. We cannot make any action...

Any idea why a form could not be designed in the Personal Forms area ?
